Adds new "combat" Settler variants that have a chance to spawn alongside regular Settlers. They have better stats, armor, and weapons compared to regular Settlers.

Variants

- Scout uses semi-automatic and sniper weapons

- Mercenaries use semi and automatic weapons and wear leather and metal armor

- Soldiers use automatic weapons and wear combat armor

- Heavies use automatic and heavy weapons and wear combat armor

This adds to the vanilla Settler NPC leveled list and would need to be merged if you have other mods that do something similar e.g. I use Wrye Bash to merge the NPC leveled lists.
